I know you said you weren't too interested in a learn direct course but a few hours of sitting by a PC to help you with a new job would I think be worthwhile? Alternatively they do specific Access courses - they have 9 access courses which you can do from either your home or libary. Have a look at the learn direct website, the CLAIT you mention is on it, you may have already done a substantial amount of the course and will sail through it, alternatively you'll get further qualifications, which will in long run improve your chances further.
Even if as you say college finishes soon, I suppose the closing date isn't for a few days / weeks, then they've got to go through the application forms (depending on staff / leave etc could be another couple of weeks in addition), then they've got to send the letters out for interview following week - the college holidays will have nearly if not finished by the time the person is starting in post. If it's a part time course and you get an interview have the details of the course with you at interview and try and get yourself onto the course beforehand, then you can show them that you've looked into matter, and you can attend on other days whilst your not working to get this "essential" criteria.

When we match jobs in jobcentre, we always tell people even if they lack some of the necessary skills, make it clear what strengths and weaknesses are on the form, emphasises these at interview. The form doesnt get you the job, it gets you an interview, where you then get a chance to impress.
Go the library, loads of free computer books on that kind of thing, and free computer access to(saves your electricity) most schools now run free adult education classes or free computer courses, have a ring around over these too.

I would say go for it! Even if you can't get onto a course to brush up your skills.
Most employers ask at interview the dreaded question "what do you consider to be one of your weaknesses" and this is the time to mention any "areas for development" but turn it into something positive. You should say that yes, you've recognised this as requiring some development but you are happy to learn and importantly that you are quick to learn, capable and flexible. In other words you'd be happy to take on the challenge and then steer them away from the topic by focussing on how you have overcome things that might have been particular weaknesses before.

Professional qualifications would be something like:
Incorporated Engineer (IEng) or Chartered Engineer (CEng). You would have the academic qualifications approved by the Engineering Council and x number of years experience and x number of years in a position of approved responsibility etc. Then you would be permitted to use the post nominals IEng or CEng and hold the professional status of Engineer.
That's what I would interpret for professional qualifications.;)

Sounds like you have the right approach to get this job. Face it, if there was a choice between mr super qualified, uber geek, and someone who may be a little short on paper, but definately wants the job to work out, I know who I would employ.
