How do I relocate a tool bar?

in Techie Stuff
The Start button & application tool bar for Outlook Express and other applications is normally located at the base on my screen. I've somehow accidentally moved it to the right hand side. How do I get back to the bottom of the screen. Trying to drag and drop it only results in it widening across the screen.

If it is somehow stuck in that position try right clicking, lock or unlock or the taskbar, depending on which, and then try re-positioning to the bottom.0

You must be IN the task bar not on the upper edge. You already have it Unlocked as you seem to be able to resize it easily, just go more in the middle, click and move.0
