PCN issued when I was in the car

I parked in a pay & display parking space and had a quick nap. I deliberately left the driver side window opened in case a parking warden wanted me to move my car. But I found a PCN on my windscreen literally issued 2 minutes before I woke up.

I have appealed once to the Council but they claim that the CEO has not noted the driver was present and that if a vehicle is attended when a PCN issued, it does not invalidate a PCN.

Does anyone have any similar experience? Would really appreciate some advice.

    Was this a ticket from the council or a private company.

    If council, post up your ticket on here and let the more knowledgeable people have a look at it to see if there are any discrepancies.
    Parking in a pay and disply says what it means whether you are there or not,
    What makes you think otherwise.

    If private - ignore it forever.
    make the most of it, we are only here for the weekend.

    Makes you wonder.. if you were unconscious or dead, would a warden slap on a PCN before calling an ambulance?

    I'm a newbie here. How can you post a PDF file?

    Also do you know where they explicitly state that PCN is issued to car parked in a pay and display bay irrespective whether the driver is in the car or not?
