Cooperative Visa Delta Problems

Hi there
Wondering if theres anything that anyone can offer to help me out here
Basically I have an co-op current account that my lodgers rent goes into.
The main use of this account is to buy things to refurb my flat, and for little luxuries. It has no overdraft and is 500 in credit ( roughly)
few days ago I went to buy a wireless router from withorwithoutwires.com
for 79.99. Datacash, the checking system, rejected the payment.
I queried this with the co-op, they said that the payment is "earmarked" in my account, but not taken by the merchant. this money was never taken and remains in my account. No router either. I left it.
Over the w/e I went to buy 2 tickets for an event, total £13. Again the card was declined. Spoke with the merchant who tells me they use streamline ( they cant take payments over the phone either)
Checked my bank, there is plenty of money there to take.
No one is taking repsonsibility,
Co-op says that theres no prob at all with the account
Streamline say it could be the merchant, or to speak to visa delta, but as far as they are concerned its not them
Data cash, cant find a no for
Merchants say its a prob with Co-operative bank
Cant find a contact no for visa delta
Anyone any ideas or experiences with this.
I have cut up my credit cards, using them isnt an option.
