Amex bal transfer declined - confused

Amex has ended balance transfers for all new credit card customers starting today. Existing customers should not be changed. But it will not be having any BT offers any more!

Can we just clarify something here. When people have said "Amex has ended balance transfers for all new credit card customers", does that mean customers who have just got a new card with them, or customers who have a card with them already and are wanting to start/initiate a new Balance Transfer. The wording sounds a little confusing, so sorry to sound a bit thick.
