Does she have the meter reading from when she moved in? If not she should work out a pro rata reading from the bill (from the date of the reading on the bill and when she moved in).
She should then write in (don't bother telephoning) and give them the date she moved in and her estimated reading. (It's always a lot easier with these things to take the reading as soon as you move in.) As long as she writes a clear and straightforward letter things will resolve eventually. (It will probably take an iteration or three, though.)
