Fire Regulations

We had our survey results back the other day and there were a few things that needed repair/replacement as soon as. The house we have had our offer accepted on has a loft conversion which has a building regulation certificate but I was wondering if it needed a fire regulation certificate. Does anyone know? I'm only asking as the survey stated that the first floor windows at the front don't comply with fire regulations. I'm not sure if this is very important and if so why they haven't been made to do it since building the loft conversion. They did this in 2004 so could this be why?

For a domestic house the building regulations would cover the fire regulations applicable to a 2 or 3 storey house
but make sure its got a building regulations certificate.0
