Hardship Bank claim help please

I have followed all the advice given on this site to reclaim my bank charges on a hardship basis from Barclays. I have received a letter from them today, to say that they have paid into my account £1500 today, the original claim was £6000, and the financial difficulty claim is closed. My complaint regarding the unorthorised overdraft charges will be dealt with once the legal proceedings have been dealt with between the banks and Office of Fair trading.
The letter does not give me a choice to refuse it or dispute it, just, this is a gesture of goodwill.
Is this how it happens? is this a good outcome? I realise that this is money I would never see, but not sure if its the outcome I should have expected.
Can someone who has had experience of this let me know if this is normal?

    When you claimed it would have been under the FSA Waiver which did not require the banks to repay any money to you. Does the amount alleviate the financial hardship you have been going through?
