It sounds like you can't get them to take your concerns seriously. Given that they are now sending you legal proceedings, I suggest that you get in touch with energywatch and ask them for advice - at least they might listen to you.

You try convincing them that a new house exists when it isn't on the postcode database.
They're mighty quick to come round personally when they do realise, within days.
You need to be sure that you don't owe this money to them. Seeing as it's a payment meter, erm, isn't that a bit like pay-and-display when you go shopping? If they set the rate wrong and the prices changed etc. then it's their problem. The whole purpose of metering is to remove responsibility from the customer anyway.
It also doesn't surpise me one bit that they're not interested. They weren't interested in us either, "Yes, the house does exist, I'm in it now, I'm using your gas." I think they thought I was making it up. They're so rude and uninterested.
