FIFA World Cup refunds

In April 2009 I paid over £800 to FIFA for World Cup tickets. These tickets were based on Scotland qualifying (always an outside bet). Scotland didn't qualify and FIFA still owe me £800 - is there anyone else in a similar situation? A search of the FIFA website hasn't enlightened me. Apologies if this is the wrong forum.
