New Phone / Reactivation - Long Story!!

Hello..
So i'm looking for a little advice, i moved into a new property a month back and have been trying since to get someone to talk sense either at BT or Tiscali in regards to getting my Phone, Broadband & TV from them.
Now when i moved into the property we loacted a phone point in one of the bedrooms, so i contacted the landlord who gave me a note of the service provider (Tiscali) and what the number was. I contacted tiscali and advised them that i had been told they previously supplied a service to the property and what the number was but all they could offer to me was that the line had been deactivated and i would need a new line installed at a cost of £99 and only if i took a 18month contract, as i'm only renting the place for 12months and not sure where i'll end up after that i was a bit sceptcal to agree to this so then focues my attention to contacting BT.
No after contacting BT i made sure i was specific to mention that i would be primarily interested in arranging a 12month contract. the young girl on the end of the phone was very helpful and detailed all the costs to me for their phone, broadband & TV options what it included and the total cost plus line rental. as this still seemed a lot steeper than tiscali's charges i decided i'd give them another try first before agreeing anything.
Contacting tiscali this time round i was met with a straight response that they could not suply a new phone line and i would need to contact another provider. admitting defeat on this i went back to BT to go ahead with their offer, i stated all they'd offered me previously and the girl went through their system and confirmed it all but this time round said i'd been advised wrong last time and would have to pay their £129 connection fee for the engineer.
So at the end of this long story i still have no Phone, Broadband & TV and was wondering if anyone could adise where i should look from here?
Am i going to be looking to pay a connection charge and what is my best way to go about it, can i not just get the line that was in there re-activated somehow?..

Tiscali can reconnect inactivate lines. Suggest you try again if you must.
"18 month contract applies. Subject to local availability, compatibility and fair use policy. A ?30 set up fee applies for BT active lines. For non BT or inactive phone lines a ?99 line activation fee will apply. "
