Thankyou to everybody for their advice which is very helpful. I had been hoping to sort the matter out as amicably as possible but see that it is not going to be that simple. The main problem will lie with the relative's partner who does not wish to pay the rent but also is refusing to move her possessions. My relative is happy to move out and move on but I guess he must bear equal responsibility with his former partner.

Just to add, with all the advice given, I have spoken to my relative and his partner outlining the situation and given them an S21 together with a letter, as advised, and the outcome appears to be very positive. They have said they are both willing to sign a letter of surrender of tenancy and the partner has promised to remove her possessions next week as she does not wish to become embroiled in a legal case. So fingers crossed!! Thanks once again.
