Seller saying Paypal Payment hasn't cleared & won't give partial refund

OH bought an item off eBay - on arrival it was significantly not as described. Was a job lot of items and some were OK so he emailed the seller. She offered him a partial refund which he accepted.

She is now saying she can't process it until his payment clears - he paid by Paypal and has funds in his account. Our end it says Payment Sent To ????? It was NOT an eCheque.

Anyone know a way of checking that it's definitely cleared or do you think (Like I do) that she's trying to hang around so that time lapses and she can't do the refund?

It could be they have payment on hold until you leave postitive feedback or 21 days have elsapsed

They can still refund if that is the case
