VED and exemption certificate.

As a person in receipt of HRM DLA is entitled to an exemption cert for ved,can that person reclaim the partial cost of the previous years ved which had to be purchased while awaiting the outcome of an appeal? The appeal found in thier favour and dla was awarded in arrears, which had the exemption cert been in hand at this time, would have qualified for the previous ved to be exempt.
