Licensed Taxi Stopping On Yellow Zig zag Lines

This afternoon after going to pick up my daughter from school, i witnessed a car parked up on the yellow zigzag lines outside the school at approximately 3.25pm, so anger got the better of me so i took a photo of the car. The driver then reversed and asked me what i was doing, to which i replied never mind what i'm doing, what are you doing pulling up on the yellow zigzag lines, then i spotted his license id hanging from his rear view mirror and told him you should know better, how on earth did you get your license? I said how would you feel if your child got run over by a driver who did the same as you? He didnt answer, he said sorry and i said sorry wont bring a dead child back to life, I told him i was going to report him to the Mayor Boris Johnson. I have witnesses and his car reg details. Right opposite and on the same side of the road was a yellow sign saying not to park between 2.30pm-4.30pm.
I said that parking there carried a fine of £60 and 3 points on his license, and he just kept saying sorry, then he drove off nearly running over the school lollipop lady.
Who do i contact to make sure this doesnt happen again, or does it take a child being killed by lazy inconsiderate " i dont give a !!!!!! about anyone else" type drivers and how he got his license goodness knows!!

First port of call would be the council who issued his taxi licence. Was is a hackney carriage (black cab) or private hire (any old banger usually Toyota or Nissan with CD hanging from interior mirror)? More appropriate than the car reg in this case would be the number from the taxi licence. They will take any necessary disciplinary action based on your evidence, but the offence itself is unlikely to be dealt with by any fixed penalty etc. unless he was stopped by a police officer at the time or an official CCTV enforcement camera snapped him at the time. By the way, stopping on the yellow school zigzags isn't an endorsable offence; you're thinking of the white zigzags at pedestrian crossings.
It was an 04 plate mercedes B class car, on looking at my photo in zoomed in detail he didnt have the stick on signs in his window back or front to show he was a licensed cab driver, just his id license dangling from the rear view mirror, so he may have been driving an unlicensed vehicle ( as in vehicle not accepted as one for reward and hire)And yes the lady in the avatar is me

Unfortunately, Yellow Zig-Zags are advisory only. They need to be White to be legally enforceable, as far as I know
Zig-Zag parking is one of my pet hates too. It's way beyond time that councils close these loopholes by getting the relevant RTO required to change all lines outside schools from Yellow to White.

Yellow zig zags denote a timed restriction - normally related to term time in the school.
There needs to a valid Traffic Order to implement them under such circumstance they are not advisory..0 -

My pet peeve is when I pass a school and see parents parked on those lines! You know they'd probably be up in arms if their kid was run over by someone else! I don't have kids, but I always slow down whenever I pass a school and am always worried about kids running out in front of me so sometimes drive at 20 in residential roads, even though it annoys other drivers. A few weeks ago a kid at a school my colleagues kids go to had her hip broken when she was run over by someone right outside her school0

If there are no signs, then they are advisory. If there is a sign (and a TRO backing up the sign), then they are mandatory. In the OP's case, there IS a sign, although we don't know of course if the TRO is in order. Or if the yellow zig-zags were correct (Lancs Council recently had to repaint a load because they were not the right shape and size).
Only an idiot would stop on them at school time, however.
I'm not sure telling a driver you're going to tell Boris Johnson would have much effect, however. They'd just think you were a bit barmy. Worth a call to the council, though.0 -

There you see achtung lady,,you can park there now instead of parking up the road and walking down to school in the pouring rain.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry).
