The decent homes standard

Hi all, new to this so please be patient hehe.
As you may know the decent homes standard says property must be warm and weatherproof. My front door has been draughty since moving in, in march 2003. I had a catflap which i insisted on being changed as I am allergic to cats and often came home to one sitting in my hallway staring at me. They put a new panel on the outside of the door but left the inside with a big hole. Recently the door has been leaking at the bottom when raining, making the carpet damp.
The council said they cannot provide a new front door as this will cost them £540 and they must be careful with their budget.
The draught also makes heating up the flat difficult, and my kids often have colds even though they wear about 3 jumpers at home lol.
I was wondering if there are any grants available to help get a front door or if the council are just fobbing me off and the door should be covered in the decent homes standard.
Any help will be appreciated and sorry for the long babbling

quicker to get a another front door off say freecycle, and get a local handyman to fit it for you.

If the catflap has been replaced by a panel its unlikely that a draught is coming through there even if the insulation is low.
I'd suggest filling the remaining hole with some spare insulating material (old clothes etc), and then tape some cardboard over it to improve the insulation.
The draught and the water coming in, is probably down to the seals being poor around the edges which may be possible to improve with some draft proof type sealing foam tape. OK so you'd have to pay for that but it might get you a solution.Adventure before Dementia!0
