Special paint for damp walls?

We are renting a property that is probably around 200 years old. It has an inherent damp problem in the walls, which has previously been treated (ventilation panels etc), but still exists to some degree. I'm not saying there is water pouring out of them, but they do show a high water content when measured with a meter.
Whenever we paint the walls with normal emulsion, it rapidly blisters the old paint layer off and we end up having to scrape it.
Are there any special paints available for damp walls?

A bit expensive at £30 although it won't cure the problem it might just hold it at bay for a while.0 -
Hi, they sell damp paint in wilkinsons - it the cheapest we've found and does the trick.0

If you search for zinsser they do a paint called watertight expensive but good. if you keep getting damp through why not see about getting it tanked.0
