Not sure if this is posted in the correction section, please could you move it for me if not.
Have just received an e`mail from Paypal that says:
You will be deemed to accept these changes unless you notify us that you wish to close your account before the changes become effective. If you do not wish to accept the changes, you may immediately close your account without additional charge, prior to the changes coming into effect.
I only use it occasionally if I buy the odd thing from e`bay etc - don`t really understand what the changes are (apart from fees if you send things out of country). am I missing something else? also if you don`t want to accept thenyou can close your account without additional charge!! I didn`t know they made charges!
Please can anyone advise, as usual I`m a bit confused!

It doesn't look as though much of it will affect you... section 1 is the country fees that you mentioned, that's usually for just sending cash etc, not ebay and stuff..
section 2 is aimed at sellers, so if you ever decide to sell stuff on ebay then you'll have to take note of that. It's to do with holding reserves if a buyer of yours wants a refund.
And section 3 is privacy - all looks fairly standard.
They only charge you when you make a transaction. I guess they mean you can close your account before the additional charges come into play? You probably don't see much inpact from charges as you're only buying stuff, it's the seller who pays charges on money paid for ebay purchases.
