Phone line activation

Hi folks, I know this has been discussed before but I know the companies that do this keep changing so thought I would try for some more recent advice.
I am after the internet in my house after eventually getting fed up with mobile broadband.
I have a phone line installed but it hasn't been used for a few years. I plugged a phone in and there is a dial tone and I dialed 17070 and got the number associated with the line.
I tried to sign up to tiscali to get their phone line and broadband deal as it seems the cheapest (and has £60 quid quidco) but they told me the number I gave is not an active line.
My question is how do I get the line activated without getting tied into a contract and paying £125? My understanding is that the charge is for the engineer going to the exchange and connecting it, but since mine is still connected I'm hoping I can get away without paying it.
I heard that the post office do it, is that still the case? Any other suggestions? I really don't want to have to pay much for the phone since I won't use it - I have loads of inclusive minutes with my mobile.

As the line is active (but in a 'stopped' state), it should not cost you anything to get is reactivated.
However, most line providers require new subscribers to sign up for a 12 or 18 month contract. The only possible exception I am aware of is the Post Office - 0800 092 0514.

One alternative is BT - but at least a 12 month contract is necessary with them.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
