Not quite clear what happened here. Did
a) He find the faults, fix them and then issue the safety cert? if so then you should pay him for the work done IMO. If he did the work fine but was just slow in passing the certificate and invoice onto you then that's a bit of an inconvenience, but not the end of the world.
or
b) Did he find the faults, you got someone else to fix them, and then he issued a cert? This sounds dodgy if he is effectively certifying someone else's work and you may have a case for not paying him.
or
c) He did the work badly, you had to get someone else in to finish the job and make the electrics safe, and now he has issued a certificate. Again, you may have a case for not paying (or at least not paying the ful amount)0
