    Agree. But it rubs both ways. It is not acceptable for LA to dictate a time or insist that they will enter regardless. It is also reasonable to expect them to turn out on a Saturday.

    For the avoidance of doubt I agree with both of your points. As with all things in life a little negotiation and reasonableness (if that's a word) is needed on both sides.

    Tenants have an obligation to facilitate repairs and inspections help to identify if any work is required. They are entitled to change the locks.

    Landlords have an obligation not to enter the property (with the exception of emergencies) if the tenant does not give their consent.

    Landlords do not have to give a reason not to renew the tenancy agreement beyond the fixed term. Not sure how many would be happy renew an AST if the tenant does not let them check the condition of the property.
