They allow you 64.30 a week for your living costs, then take into account your housing costs, council tax and pension contributions along with any other members of your family that you live with (they are allocated an allowance per person as well)
It is only then that they look at what contribution you can make to the household of your child. That is what the assessment is made on. They allow you 64.30 a week for your living costs, then take into account your housing costs, council tax council tax is not considered here, only in the protected income, so it does NOT form part of the exampt income and pension contributions Only half under CS1 and that is taken off the gross income along with any other members of your family that you live with only children are given an allowance here and only then if they are your biological or adopted children and you get either half or all the child allowances, depending on whether your partner (their other parent) is deemed able to contribute towards the cost of bringing up their own children. No partner allowance here; that is in the protected income part of the calculation(they are allocated an allowance per person as well)
