Right To Buy council flat - service & repair charges

I am in the process of buying my council flat. Repairs & Renewals costs are fixed for 5 years from the date of the S125 (offer) from the council, after the 5 years you pay proportionally for any work i.e. 60 flats in my block, i pay 1/60th of bills (less 10% discount as I only have a 1 bed flat).
does anyone know if it is possible to extend the 5 year fix period? and/or can another maximum figure be agreed for the next five year period? i will obviously ask my solicitor to look into this once the mortgage is nailed down but wondered if anyone else had any knowledge or even experience of this?
