You need to deal with the cause of the mould first. Is it a leak? condensation?Warning ..... I'm a peri-menopausal axe-wielding maniac0

Hi shab,
vinyl wallpaper in a toilet is definately not a good idea, as you've found out moisture gets trapped behind it - and the rest is history!
Chick is quite correct, you need to have a look at the cause first.
does your bathroom have an extractor fan and more importantly do you use it?
If you have a leak it should be noticable in that plaster will probably be wet (depends where any leak is of course)
You might just need to remove the paper, sterilise it and repaint with a mould additive in the paint
You can get mould control packs for £40 which are spot on.
let me know either on here or by PM if you want me to send you the website address for where I get my kits from (I use them weekly)
Hope this helps
