Item not yet received - what to do?

Hello all, ordered an item from Japan and not received it yet, I have allowed what they said, up to however many working days, and its now three days past that.
Its first time I have ever not received an item so I am baffled as to what to do next. I paid by Pay Pal. I know there is item not received option, but how do you start that off, and should I email them first in Japan, or just go for my money back through Paypal?

Always talk to your seller first, it is polite.
