Gas meter bonding query..

Just wondered if anyone could advise?
We've had an engineer from a well known boiler breakdown insurance company call to fix our broken boiler.
To cut a long story short, it looks like they are refusing to come back with the required parts and mend the boiler on the grounds that the gas meter is not earth bonded.
Do the relevant regulations back this up or are they using it as a ploy to avoid a claim?

Not sure why they won't fix the boiler, but the regulations do state that the gas main should be bonded - as should the central heating.0
