Just curious, but why does it have to be Visa? I was going to suggest Egg Money but that's a Mastercard.

i use gaming accounts and some sites treat your cash withdrawels as a payment against account rather than refund

Mastercard are wise to this, VISA aren't

I think I understand, but I may be way off track. Meaning that if it's treat as a payment, you earn cashback and if it's a refund you don't?

Beware though, check the terms and conditions of any new card you get carefully, some companies, like MBNA who run the conran card and Marbles are now treating gaming transactions like cash advances and charging the cash advance rate which is normally around 22% APR from the date of the transaction. They also charge a fee for the advance just as if you were to get cash out.
