In my opinion, the Part P regs are basically about making sure your electrics are safe - I think the OP has got the message that it would be unwise, even dangerous, for him/her to tackle this project.
As I said before, if you don't know what you are doing... DON'T DO IT YOURSELF.

PART P WILL NOT MAKE ELECTRICS SAFER, INFACT IT COULD CAUSE MORE DEATHS AS IT HAS MADE IT THAT MUCH MORE EXPENSIVE TO GET ANY ELECTRICAL WORK DONE!
PART P IS A STEALTH TAX DEVISED BY LABOUR, IF THEY REALLY WANTED TO MAKE ELECTRICS SAFER THEY WOULD USE 110V LIKE THEY DO IN THE USA. RUNNING WIRES IN PERMITTED ZONES WILL NOT PREVENT JOE BLOGGS FROM KNOCKING A NAIL THROUGH THE WIRE!0 -

I agree up to a point, Part P should have made things safer but the govt sees it as a way of making money instead of what it should or could have been.
Using 110v would not make the electricity supply any safer, it does on building sites because the 110v is isolated so is not referenced to ground making electrocution less likely as in thoery if you touch either connection no current will flow to earth.
Can you imagine the public outcry if the supply were changed to 110v and all electrical appliances were scrap ... mind the govt would revel in the extra VAT on all the new stuff so don't go giving them ideas0
