Thick mortar dust (external) how to remove?

Hi all
My elderly friends neighbour had the rear of his house re-pointed last week which left a thick layer of mortar dust over my friends garden, pathway, and upvc windows. The heavy rain hasn't washed it off, and her window cleaner this week has said it will only come off with a professional specialised clean or it will stain the window sills.
Is this the case? If so, who do I approach to get a quote? Are there any products on the market that could remove it (and are not too difficult to do for a diy-phobic female!)?
Any more information would help.

if the upvc is old and sunlight has already began breaking down the plastic surface then its likely getting the dust off entirely will be impossible. Last time i got involved with ugly upvc was a few years ago. I will have a look through the endless catalogues i recieve and get back to you regards a good cleaning product. i am aware there is one really good one on the market (only available to trade ) which i will look into
the pathways - whats the surface? without knowing no one can help. if its concrete you could just get a wire brush out.0
