Perhaps shops do try and recirculate..I went to morrisons customer service desk and asked them to change 2x 50p for a £1 for the trolley..it was a fake, I spotted it straight away, she reluctantly changed it, and that too was a fake!!
They also tried to give me a fake £1 when I was over charged once and had to go to customer services for a refund, so just check your change before leaving the counter.0 -

The point raised by the OP of this thread was that by not taking their details how could the shop return the money if it was found to be real. Also by not taking details including the serial number of the suspected fake note there was no actual proof that the note claimed to be fake was in fact the £20 note handed over originally.0 -

So if the shop gives you a fake £1 coin then would it be acceptable to pocket it and refuse to give it back, but demand a replacement?0

If the assistant had accepted it as payment then yes they have to pass it to the bank of England BUT it was not accepted as payment ,she refused the note so it should have been returned to the customer.
Refusing the bank note as payment is in no way 'passing the note on '0 -
