Wow you lot have been great - thank you.
What I meant by "it's coming from the tank that supplies to the toilet" was that when I come home and water's dripping from the pipe on the roof, if I flush the loo it stops. Just to confuse matters, if I only run cold water either in the kitchen or the bathroom, it doesn't stop or slow. Which is why I assumed it wasn't the ball valve on the main cold water tank but on a smaller secondary one.

your taps may be fed direct from the mains hence they have no effect on the tank overflow.
(kitchen tap should always be direct feed).
the usual set up is one large tank for CWS and a smaller tank is a feed for the CH. hence you see two overflow pipes from a house loft.Get some gorm.0
