Internet Goods Haven't Arrived! (New to Forum)

I'm new to this so please excuse me if I'm posting in the wrong place.
I ordered some champagne online from a company called purewines.org based in Cornwall, in September. I paid offline at a Post Office using a Barclays debit card. The goods didn't arrive and my e mails, letters and telephone calls weren't answered. I wrote cancelling the order under the distance selling regulations and asked for a refund, I sent the letter recorded, but it was returned marked "not collected". I believe I can claim through Barclays but don't know how to go about it. Any help would be greatly appreciated.

As it was a debit card, not a credit card transaction, if the transaction was legitimate - i.e. authorised by you, then I don't believe you can claim at all.0

If it was a VISA debit card then you can perform a chargeback. Google VISA chargeback for more info, or go to the bottom of Martin's section 75 article0

If it was a VISA debit card then you might have a claim - although TFD is correct in saying that the Section 75 Consumer Credit Act protection only applies to credit cards, VISA voluntarily offer similar protection for their debit cards as they aer legally obliged to for their credit cards.
However, legally the protection only covers items that cost over £100. Champagne would be an interesting one - was it priced by the case or the bottle ? I don't know but I suspect that if you ordered 12 bottles at £10 each you would not be covered, whereas if you ordered a case (containing 12 bottles) at £120 then you would be.
Assuming it was a VISA debit card then you have nothing to lose by asking - you need to speak to your card issuer and (I think) say that you want to issue a 'chargeback'. I have a feeling you only have a window of 90 days from the purchase to do this though, so act quickly.0 -

No they're not. The card issuer is legally oblidged to, not VISA, under section 75 of the CCA. VISA chargeback is a voulantary scheme for both credit and debit cards, not a legal method in any way.However, legally the protection only covers items that cost over £100.

Not sure if that makes a difference or not. It means you paid the Post Office rather than purewines, which muddies the liability issue0 -
