I had a loan that ended in 2004 with HFC bank they had been charging me £70 per month in PPI. Can i make a claim this from the start with the relevant paperwork? I was employed but took the ppi as i didnt know what i was doing the loan cost me over £170 per month over 5 years. It cost me 10k that can't be right can it?

I would definately give it a go.
These single type of policies are a right rip off and are now frowned upon, and basically its a complaint on its own.
If you have no paperwork at all it may be worth you requesting a Subject assess request (SAR), they have 40 days to send everything they still hold on your account, however please take into account, they may only hold your information going back as far as 5/6 years, but some are lucky to receive info going back even further, link to the SAR letter template here:

However, if you still have the loan account number, I would not worry about requesting for a SAR yet, and see what they come back with, sometimes when you write to complain to reclaim, they sometimes enclose a copy of your agreement which would be of some help to you.
