Stopcock turns off water upstairs flat.

We have been fitting a kitchen in my moms flat and had to turn the water off. By turning my moms water off in her flat it also turned the water off in the flat upstairs. The stopcock is located INSIDE my moms flat. Is this normal? The flats are purpose built flats, not a converted house or the like.
The flat upstairs is a council flat but my mom has recently bought hers (within the last 5 years) from the council.
Any comments?

Cheap construction and corner cutting, with some council houses the water board isolater in the street will often shut off three or four properties.
It's annoying but not unusual, the only remedy is for the flat upstars to be given it's own mains feed, which seeing as it's council is highly unlikely.0 -
Has your mum ever asked for a water mater?
Chances are the water board will refuse because she hasn't got her own supply and put her on an assessed charge, which may be less than she's paying now.
It's worth checking this one out.
