Yes and no 'Tin'. I cancelled my Sky family package last year and could only receive a limited number of digital channels using the old digital card, but not ITV, ch4 or ch5. When I bought and activated the £20 card this week, I was able to receive these stations.
If you genuinely cancelled it last year then you should certainly continue to get ITV CH4 and CH5 with your expired card. If you actually cancelled before that (i.e. before the dark blue cards with a yellow house on came out) then you wont as you say.
The dark blue/yellow house cards are the most up to date version and will decode anything that's encrypted for regional control purposes only (i.e. ITV CH4 and CH5). This supposedly guarantees that you're watching these channels from teh UK
The valid for 3 years thing is basically it's valid until we need to bring out a new version of the card.0
