So to up-date. My Grandmother went into the council offices and asked to complain about noise. They directed her to a different dept and she told someone- then the council worker asked if the property was sub-let- at this point Gran had not mentioned addresses. Gran answered' impossible it's a council flat and the tenant died this summer and unless rules have changed (since she worked in housing) you aren't allowed to sub-let council flats.

So Gran was told they'd send her some paperwork out to log incidences which they did - and then 3 weeks later, what appears in our local property guide, but Grans downstairs flat available to be bid on - just like I said empty council properties in my area were.

Last week some council officials and workmen turned up when Gran and her neighbour were outside chatting. The council official asked if either of them had seen the occupants, Gran said she'd seen nothing of them for days and then the workmen spoke to the council official saying they'd come to change the locks.

So it does sound as though someone was there who wasn't meant to be.

It is not important whether they are illgeal subletters or proper tenants. They are making a nuisance and need to be dealt with either way.

The OP will not be told, data protection, etc etc

It is much better to report the nuisance.

There are two issues, but both are of interest.
    Complain about the noise.
If they are subletting and shouldn't be then that's a good chance of getting rid of them.
    Happy chappy
