I'm afraid the simple answer is you're worth what someone is prepared to pay you. The only ammunition you have is to secure other employment paying more and use that as a bargaining tool to get a rise. FWIW I think you should be on 17/18K pro rata but we can say whatever we like, at the end of the day it's up to your employer and what you're prepared to accept.0

If you are responsible for budgets; why don't you budget for your own payrise? If you'd have done that in your first year, then you could do it every year; if you are in charge as you say you are then you will be sitting down and working out future budgets and forecasts with the Directors. Perhaps they are waiting for a more 'forward looking' approach in your forecasting before they offer you more cash?0

Tbh I think its more likely the OP doesnt really understand what budgeting is when it comes to finance.
Being in charge of making sure they dont overspend on tea and coffee isnt it.0 -

I am sorry for unproductive comment but things like this really wind me up.
I guess here your employer never acknowledged that this is rather unfair to you.
For your reference, we have someone performing similar role in the com I work for. She's not as good as you say you are unfortunatelly (no incentive) but she has her strengths and we like her. She is on £17400 at the moment for 35 hour week. Also worth mentioning here, we are very small cent Lon company struggling to keep up in this downfall, for your ref.
If I were you, I'd ask boss for friendly face to face meeting. I'd first point out his shortcomings with good dolop of humor, be careful here, like "no contract, bonus dropped in the first month, but would still love to add on your business strengths here, I just feel I am rather undervalued here and would appreciate your honest comment on this."
Be cautious about your achievements and how you mention them as it can provoke worse reaction than you deserve. I'd leave it to him/her to figure out. Just calmly project you know where you are, and, if finances allow that in this climate, you deserve more.

Er - that's how it works in business.
You wanted advice; which is to raise your game [we all have to do this as we move up the ladder - it's not personal]
Forecasting is a different skill to budgeting; it's proactive not reactive. As I said, perhaps they are waiting for you to show this approach before you move up a level with them.
Most companies I know - the person running the accounts side sits side by side with the directors and pretty much hold their hand with the finance.
P.S.- do you mean bored members; if so I can assure you that isn't the case.....0
