Car accident Insurance claim

Can aynone help please? This morning my son was parked at a petrol station. A guy reversed into him, damaging his driver's door. There was no damage to the other car but it was the other guy's fault. The other guy gave my son a name and a mobile phone number and an insurance policy number, which he had in his wallet. Later when my son had driven home he phoned the other guy who said he couldn't talk because he was at work, saying he would be available after 4 pm. In the meantime my son contacted his insurance company and they took down the details but said that they wouldn't be involved because his policy was third party fire and theft. As it was the other person's fault then the general idea I think is that the other party's insurance will pay for the damage to my son's car.
He's tried several times since to contact this guy and can't get him. He's worried now that the other guy is just going to ignore this and he'll be left with a damaged car, which he'll have to pay for himself. Apart from the name and address and mobile number he was given he's also got the other car registration number. If he can't get hold of the other driver, what can he do? I'd be grateful for any advice or info that anyone might have.
