With foam backed carpet you don't, but depends if you want the extra comfort and softness underlay will give.
You can buy cheap 7mm underlay for about £12 a roll, not sure how good it is though.0 -
You can put down an interliner underlay if you want. At very least you should lay paper first or you will find the foam will stick to the floor and tear off in chunks if you lift the carpet.0

thankyou for your comments :-) will do that
checking out ebay, would you recommend buying "underlay" from there than from a carpet shop?0 -
I found some of the ebay stuff cheaper locally. Was gonna buy three rolls for around £25 each, googled the name and found it locally for £12! Around £50 less inc postage!! Still not been round to get it so can't advise.0

Can I use an old carpet as underlay? We are going to get a new bedroom carpet, which currently has no underlay, but can I use the old carpet as one?0

you could use old carpet as underlay, I know folk who have, but one said he wishes he hadn't as even though he cleaned it thoroughly he felt that it caused a "smell"
For a foam carpet lining paper or even sheets of newspaper/brown paper usually suffice0
