I went inter-railing in 2000, and had great fun. My friend and I could only go for 2 weeks due to us both starting summer jobs. Well worth every penny. Due to time constraints, we only bought a ticket for one zone (Europe is split up into "zones" for the benefit of Inter-rail) - which was for Germany, Switzerland, Austria and Denmark. The most fun journey was taking the train from Hamburg to Copenhagen when the train actually goes on a ferry.
