Underfloor heating - electricity or hot water?

hi,
I am looking at getting underfloor heating in my extension (conservatory) and am not sure of the pro's and con's on underfloor heating types.
The information I have recieved is that water based underfloor heating is better - but my instinct is that it is more prone to problems, and if a pipe breaks then it is a big problem.
On the other side, apparently electric is more inefficient.
Can anyone give me some advice as to what is the best option - or at least what are the things I should be thinking about!
