Help Needed over Canadian dollars saving account

My dad has had some canadian dollars in an account since a couple of trips in the 80's. He always kept them as he planned to return but has never got around to it and doesn't think it will happen anytime soon now so has decided to withdraw the money. The problem is that the bank say he will be charged for withdrawing the money if he wants to close the account.
I'm sure that there is probably a simple way around it to avoid or cut the charge but don't know too much about it, any information or suggestions would be appreciated.
