Wall Painting problem

We moved into our house about a week ago and have be decorating like crazy.

Our problem is that the previous occupier fancy'd himself as Mr DIY, Now it would appear that in removing the carpet to lay laminate wood flooring he also removed the skirting boards then reattached them after the flooring was laid.

Here comes the good bit. It would appear he has then filled any gaps between the wall and the skiirting with some sort of silicon filler whihc in some places goes about an inch up the wall... and thats the problem..if you try and paint over it it just spreads as the paint has nothing to attach to.

what can i do

    sand it slightly use a white gloss and then paint over with you chosen emulsion.

  • sizeing with upva glue works on most surfaces to make most things stick to them - if you see what I mean!! Sand first then apply and let it dry well.
