MS Access field focus problem

Someone is going to have come across this before, so I'll ask here and be lazy....save me thinking about it too hard 
In a simple access database, when inputting information into a field, some users are using a scroll mouse to try and scroll down the field. When they do this, the DB scrolls through the records, rather than scrolling down the field itself. I need two things done.
1. When they open a record, the scrollbars in a field are not visible until they actually click on the record. How can I have these permanently displayed?
2. How setting do I need to change, and to what, so that on using the scroll function on the mouse, they can scroll through the text in the field itself, rather than scrolling through records.
I have a feeling that both things are connected, but can't for the life of me find a solution.

I can make the scroll bars stay visible by setting the scroll bar align property to left. This seems to make the scroll bars stay visible even when the text box loses the focus.
So, if I set the forms 'on current' property to initially set the focus to my text box before moving the focus to the position I actually want it to be, I would expect the scroll bars to stay visible.
I haven't managed to get the mousewheel to scroll up and down the text box but it must be possible. I might try again over the weekend.

@ Chippy.... I need the form to be editable. Does setting this property to no affect that?
@GG.... Having the scrollbars permanently visible isn't imperative. There are 6 editable text fields on the form, but it defaults to an autonumber field on opening a record. Only 2 fields actually have scrollbars set, and properties on both are to 'left', but they still don't permanently show.
Ideally I want users to be able to scroll down through the text in each of those 2 fields, but if they have to use scrollbars....then so be it.
BTW: I'm using Access 20030 -
I'm using 2003 too - both at home and at work. Setting the scrollbars to the left of the field definately keeps them visible once the focus moves to another cell within the record (both at home and at work).
I have just set the OnCurrent event to set the focus initially to a scrollbar field and that bit works too.
I can't find anything to help with scrolling. I'd expect it to be in the Tools/Options area (i.e., set for the database, not for each control).
