Is TPS free for everyone?

I have told a working collegue about TPS (and MPS and silent call) and, when he registered his telephone number on the website, they said that he was already registered.
Then he remembered that BT has offered him the service for a fee, and he think he is paying a charge for that service every 3 months.
I thought TPS was free (that what they say on the TPS website), could it be possible that BT is charging him for a service he could have had for free?(if he had known).

As JustPassingBy has stated BT offer TPS free of charge for all customers. If your collegue would like clarification of his bill, they can drop us an email to btcare@bt.com.

Following what he told me, I understand that he called BT 2 years ago about those pests phonecalls from salesmen and ask BT if they could do something about it. I asked him specifically if they told him that he would have to pay a fee, and they said yes. Since that time, he has been paying some charges, before that he never paid any.
All he knows is that when he did try and register his phone number on TPS website, the phone number was already registered for the service, and he didn't know anything about it, but then he remembered about his phonecall 2 years ago.
I did suggest today to ask his wife if she registered the phone number on TPS herself, and never told him, but he still wants to know what are the charges on the bill for.
I will be passing the email address to him in case he wants more informations.
