Oven and grill problems

Hi
I have an oven and hob unit in my flat.The hob works but the grill or oven do not heat.There is a digital clock that flashes 00.00 on and off.When I try to set the clock nothing happens it still keeps flashing.
Has anyone any ideas to sort it out?

The Stoves oven we had in the last place refused work unless you set the clock, I think you need to work out how to do that.
