It's not harsh. There is no reason to use a charity's money if you can afford it yourself, it leaves less money for all the other cats, whatever their needs might be.
I thought it was standard for kitten adopters to be told that they need to get the neutering done themselves when the kitten is old enough.0 -

I don't think they do I am afraid if you can find a small independent vets I am sure that they will help you with the cost.
