Boiler no timer - is this normal/allowed?

I have just moved into a rental property with a new gas-fired condensing combination boiler. After searching around for ages we have discovered that there doesn't appear to be a timer/clock. There is a thermostat dial in the hall and a grey Honeywell box next to the boiler which just has three grey buttons with a red light and a green light next to them - no clock no nothing. Even my mother's ancient heating system has a dial clock!
Are you just expected to leave the heating on all the time - I don't want to have to keep switching it on when I wake up and don't want it controlled by thermostat as that'll mean it will come on during the night. Do the new building regs require a control system or is the thermostat considered sufficient?
Any ideas would be very gratefully received!

The stat is considered ok, Although chess standard prefer a programmer to be fitted, This could be a programmble room stat. You could turn the heating off by the stat by just turning it down to the lowest setting, This should shut the boiler down as most homes are at least 15 c so the boiler should not kick in. Have a word with your landlord and see if he pay for a programmable stat.0

Thanks for your reply. The stat is in a draughty hallway so I don't trust the temp not to drop way too low when the frosts kick in. Will have to hope that landlord is understanding.0
