    Sorry, I was wrong:

You can buy mobile broadband access online using your debit or credit card. Standard top-up methods such as voucher and E Top-Up cannot be used to buy Mobile Broadband Access.

...is what it says on O2's website.

I don't think you can buy top-up vouchers for ANY mobile broadband.

The nob in PC World must have sold you a phone top-up voucher.

Wrong, I use a vodafone dongle and just buy a £15 mobile top up voucher from tesco, plug the dongle in, load the software and it says enter voucher # :p

I know t-mobile do this as well, and maybe 3;)

don't spout crap without doing some research :D

As far as I know, all networks but o2 allow you to use paper vouchers to top-up.

It's a bit like buying a PAYG phone, and then finding out that you can only top it up with a credit card. Which completely defeats the object of PAYG.
How does that defeat the object of PAYG? It's annoying, sure, but it still means you pay up front, when you want to.

Also you'll be pleased to know that mobile top-up vouchers are non-refundable, so expect to be met with some resistance when you go back. Thought I'd forewarn you.

If they were mis sold she has a very good chance, and PCW are used to customers complaining of miss selling

Don't underestimate the ability of them to say "the top-up isn't refundable. Sorry".
