PayPal issue - anyone have a high up email?

Hi,
Long story short I bought a phone off ebay on the 26th April and it wasn't as described. Contacted the seller who eventually agreed to do a refund (I had already started a PayPal claim by this point) so I posted the phone back (recorded) and the seller completed the refund with PayPal.
They sent me a copy of the mail they'd received from PayPal stating the refund had been completed and the case closed. This was the 16th May.
I also got a mail from PayPal on the 16th advising the case was closed and to allow upto 7 days for the refund to show. The worrying thing was that the sentence showing the amount of the refund ended in a blank space - no amount listed.
I waited for the 7 days and then contacted them asking what was going on - they have been messing about and avoiding answering questions ever since (it's been 4 or 5 mails now). The last I heard was that a 'specialist' is looking into my case and will contact me shortly - this was 3 days ago.
Does anyone have an email I can complain to that's high up in PayPal? I can't find anything useful anywhere and I've had some success with that route with other companies.
Also, this is my first problem with them - is this sort of thing common if a problem does occur? They've effectively had my money since the 16th of this month and to be honest I'm getting to the point where I consider it theft!
Any help / advice appreciated.
